Greetings fellow Paintballers!

We are the Paintball Light Infantry, The Paintball Warriors, an organization dedicated to forming and representing recball and scenario teams across the Nation and indeed, the world. We currently have a large number of Detachments across the US, UK, Canada, Greece, Norway, and more and we are growing weekly. We are actively seeking like minded teams to join the PLI family of scenario teams.

The PLI provides you with a framework of tactics, operating procedures, radio codes, SOP?nd more that will allow your scenario/recball team, no matter its size, to seamlessly coordinate with other PLI family teams at events held nationwide allowing even small detachments the ability to ?l in??th each other to form a large scenario team. We also sponsor annual National Level Events for our member teams to come together as a huge team (the next is June 23,24 of 2001). We have a number of published ?ld Manuals??at can help you put your team together, train them, and become a successful scenario/recball team. These manuals are can be purchased at cost in the PLI store, but are also available as downloads online (be wary, the big one is 16 meg and over 300 pages!). The PLI is more than an online club, milsim group, scenario, or recball team, we are the foremost MEGA-TEAM in the paintball world.

There is no rank in the PLI. Members are all equal in the organization. The leadership is entrusted to an Overrall Coordinator (OC), an Executive Coordinator of each Division and the Brigade Captain?ouncil (BCC). The OC position is elected by the current EC?o serve for two years. The EC is appointed from member teams based on a six month rotation and is not elected. Your team will eventually hold this position. This EC?ob is basically that of communicator and facilitator. The EC cannot hold a field command while serving (this prevents a conflict of interest). The BCC makes the decisions that drive the organization and is made up of representatives chosen by your team (usually this is the team captain, but we do not require that).

The PLI Maintains an ?nt Kit??ich allows your member team to fly our colors, use our banners, posters, cards, field manuals, and more at events you choose to attend. This allows people to see you as representatives of the PLI. Even small detachments can make a BIG impression by flying our colors and using the professional event kit we have put together.
The PLI requires only that you abide by our Core Values and basic rules of safety. These values are basically the sense of fair play that many paintballers already share. We do not tell you how to run your team, who your leaders are, what paint to buy, what uniform to wear, or what gun to carry, and we do not exist to take over your team. The PLI concept will enhance your scenario abilities, not take control of your team. Persons who violate the PLI Core Values and safety rules can be disciplined via the Organizational By-Laws. The punishments range from a verbal reprimand to expulsion from the PLI and mandatory return of PLI patches and merchandise. We know it sounds harsh, but we expect members of the PLI to be held to and abide by a Higher Standard!

All PLI Staffers serve in voluntary positions and are not now nor will they ever be paid one dime.

The PLI does not accept direct sponsorships from companies because we feel it is more important to make decisions about what is best for the players, not what is best for the sponsors. Any money made goes directly back into the organization (a realization you will get when you see our event kit!). Member teams are free to accept sponsorships, but not based on their status as members of the PLI. Several businesses do give PLI members a discount because they support our ideals, however, they do not sponsor the organization.

The PLI is an officially recognized not-for-profit entity by the United Stated Internal Revenue Service. We maintain bank accounts and have a strict open-books policy (members are able to audit these accounts bi-monthly). Our By Laws are included in this package, and we recommend you give them a thorough look. In addition, we have a number of on-line resources to help you form and train your team. We answer all questions truthfully and believe that Honor and Integrity are more than words!

Membership in the PLI is five dollars (US) per team member. This five dollars pays for your organization patch and is an investment in the organization and future of paintball. We feel that by requiring a small investment on your part, you will realize there is more to the PLI than just another online club. There are no dues or additional fees required. This fee can be paid online through the PLI Store, or mailed in to PLI Headquarters.

The PLI is first and foremost a family of like minded scenario teams. It is our goal to represent players, not fields, stores, distributors, or companies. We are dedicated to making recreational paintball be all it can be. Currently we have two major divisions. The 1st PLI is centered in North America, and the 2nd PLI is now forming in Europe! We are very excited about our healthy growth, and hope you will consider joining our family of teams.

The Mission of the Paintball Light Infantry

It is the mission of the 1st Paintball Light Infantry Battalion to enhance the paintball experience for like minded players by providing a framework of tactics and standardization of communications and command and operating procedures to fulfill the scenario and big game fantasy of the members and to provide each member with the opportunity to lead and follow in a paintball scenario game situation. This mission will be accomplished with integrity and honor by all members who shall place these values above victory!

I remember my first game of paintball. It was just me and my buddy Carl, out in the woods near some railroad tracks in Hanahan, South Carolina. We both sported brand new Splatmasters, the latest and fastest shooting pistol then available. We faced off for the better part of three hours during which time we fired maybe fifty rounds. We each got one another at least once and had a blast. From this humble beginning my paintball career (some would say craze) started.

Perhaps you to remember those days of oil based paintballs, Splatmasters, and shop goggles. If so you may remember firing one hundred rounds for the first time and thinking ?, I shot a lot of paint??Paintball has always been fun, but from the first day I went to a field to play I found myself disappointed. The fields were so small that games always erupted in a huge paint fest seconds after the whistle blew. There was no stealth, no room to flank, and no organization anyway. ? other guys are there, let?o get them??ormed the basis of the tactics used. I understood field owners needed to sell paint to live, but it was not as much fun.

In college at The Citadel, I had the chance to command a platoon sized group of organized paintballers. As five man teams in tourneys we always lost because we were broke, but when we played scenario based 24 hour games we excelled! Why? Because even massive Angel firepower cannot overcome organized movement by players who know what they are doing. Alas, I finally graduated and entered the real world. I hooked up with a local semi-pro team for a few years, but found myself disillusioned by the tournament scene. Before long I found myself making excuses to miss practice, and finally I left. I sold my gear for a song, got married, and moved on.

A year later I discovered Civil War Reenacting. Here was a chance to do something cool and organized. It was more expensive then paintball, but was a blast. I served from the rank of private to Colonel, and even managed to ?ll??arleston, South Carolina as a Commodore in command of two gunboats. It was fun and I loved it...but my wife didn? It took too much time away from home. I sold my reenacting gear, with my wife?romise to play Paintball with me, and bought some Tippman? We had a blast, but secretely I still knew that there was something more that was missing from the game.

I was at a Wayne Dollack big game in Florida having a blast when the thought occurred again, what if we were organized before we showed up? One of my old reenacting buddies and I had discussed it over a campfire at Olustee, Florida a few years ago. Now back in paintball I found the stalking I had missed, but still saw the disorder created when five man teams set off to accomplish a platoon, company, or battalion level objective. I thought back to my reenacting days and the 135th Anniversary Reenactment of the Battle Of Antietam. I remember the 17,000 or more men who came together to make that happen. They studied the tactics, the orders, and the formations. And then they put it all together. Then we had an epiphany.

What would happen if Paintballers were organized the way reenactors were?

But there was one major problem. Reenactors have the resource books available so that when they show up, they already know how they communicate. A reenactor from California could easily command one from south Florida because they were on the same sheet of music. Paintball had no such system of standard tactics and communication. Military tactics didn?uite fit. So each small team developed their own. The result is hundreds of tactics, essentially similar, but handled differently by every team. How do we remedy that?

Write the book. I went back to the tactics we had used in college. They were formed around letters of the alphabet that the maneuver resembled to allow players to learn and remember the tactics at a glance. For example, a FOXTROT formation can be viewed as an ?laying on its back. The lines coming up representing the flank on which the attack is based. These were simple tactics, not designed to win tournaments, but to allow coordination on the field. We had combined this with simple American Sign Language to come up with a way to communicate silently, and verbally. Yelling ?nk them on the left?? considerably more noticeable to the enemy than is ?TROT LIMA??In addition the commands could be given easily with two quick ASL signs. These were the tactics that led us to victory in scenario games in college and form the backbone of those used in FM 1-1 Paintball Light Infantry Operations.

So from October 1998 to January 2000 we wrote it. With input from my wife, team members, other players, and internet buddies. In addition to set tactics, we needed immediate action drills so each member of a squad would know what to do and where to go when something happened. We needed to standardize communications gear with inexpensive radios, and miraculously the Motorola Talkabouts appeared. Some of my teammates laughed when I insisted on including an immediate action drill for coming under artillery fire, then Tippmann Ordnance came out with their mortar and subsequently their M2000 Howitzer!

Only one thing was missing. How were we going to govern this organization? The easiest suggestion was basically a dictatorship, but this always led to problems in the reenacting community and usually resulted in a split of the organization. We studied the by laws of some of the best reenacting organizations out there and finally decided on one vital point: the organizational command and the field command should be separate and should rotate democratically through all those teams in the organization. Thus the position of Executive Coordinator was created instead of Colonel or commander. The position would rotate every six months from team to team and the person serving could not command a field event while acting as Executive Coordinator (EC). This keeps conflict of interest problems to a minimum. Each team would receive a vote on the Organization Captains Council. They would govern the organization. Furthermore, we would allow each team to select by any method they chose their BCC representative.

Paintballers are very individualistic, and we recognized that. The Paintball Light Infantry (PLI) does not intrude itself in how a team is run. We only impose those ideals that are common among players already. That is, no cheating, honor above all, and safe handling of paintball guns.

Finally we set about bringing the organization into existence. In January of 2000 we began recruiting persons to serve as Acting Detachment Commanders across the United States and Canada. Their primary job would be to recruit members and spread the word that a new organization with a new philosophy was around. So far it appears to be getting a good start. There will be problems, and we will have beefs, but hopefully we can work together to bring about a sea change in the way paintball is played. We believe that one day, events will be sponsored not by fields and stores, but by Mega-Team on Mega-Team matches, where true strategy comes into play, not crude mass attacks.
On June 6, 2000 the fifteen detachments voted to Ratify the by laws of the organization and we became ?icial??We received our Non-profit status and IRS numbers.

As reenacting started out small, it has grown into a huge hobby, but there are already more paintballers in the United States than there are reenactors! We need to grow beyond the 5 man team. Reenacting has at its core small units all over the country that ?l in??gether to form Battalions, Divisions, and Armies. It is for this reason that the PLI was formed. Your organization is the small core one that can study here and learn to lead organizations of many sizes! Even small teams will figure into the command rotation and will get the opportunity to command National Level Events. This keeps us away from a dictatorship type organization where the many serve as cannon fodder for the commander?eam, and allows everyone the chance to lead.

Reenacting has a great system, and one that has taken years to evolve, but Paintball has the advantage of being able to use the experience gained by reenactors to further our own hobby.

Imagine one day, 10,000 Paintballers formed into Organizations going at it on the field in true paintball fashion, with mortars, grenades, squad automatic weapons, grenadier squads, paintball assault weapons, mines, tanks, armoured personnel carriers, role players of every type and a standard system of tactics, communication, and organization. It is up to us to bring it about. The PLI is not a milsim team, but we do recognize that significant lessons can be learned from the military. We are at the core a family of like-minded teams looking to play ball.
Goals of the PLI1. Provide the best tools possible for the enjoyment and success of our members and provide for the success of the organization a stable democratic government system designed to grow and change with the game to make the PLI the pre-eminent recreational player organization in the World. 2. Provide the opportunity for each member to experience leadership in the organization and in the field. 3. Participate as a organization in three big scenario games a year and host one. 4. Host an annual PLI training camp/conference. 5. Establish a foundation of safety, training, leadership, tactics, and communications. 6. Actively recruit like minded players, teams, and groups without taking over their team identity. 7. Encourage growth of the sport by teaching new players, not berating or belittling them. 8. Spread the concept of honorable fair play at all events where members participate. 9. Educate the public about the sport of paintball. 10. Enjoy ourselves immensely win, lose, or draw. 11. Become the Leading Recreational Player Organization in the World.
Our VisionThe vision of the Paintball Light Infantry, The Paintball Warriors, is to be the pre-eminent Recreational Paintball Player Organization in the World. We will do this by INSISTING on Honor and Integrity from all of our members, establishing the highest standards of fair play, safety, event rules, and organizational procedures and we will discipline members who violate in letter OR spirit the core values of the PLI. We will PROVIDE a structured democratic organizational government answerable to the members and the industry that will lead the way in self regulating our members. We will be the players?ice in the world of recreational paintball. We will provide a tactical and operational framework that will allow each and every member to integrate with other members on the paintball field without interfering with the individual governing of member teams. We will HOLD ourselves to a higher standard in all areas of paintball, and will expect excellence from our members. New players shall always be treated with dignity and respect. We will not accept direct sponsorships to the organization to avoid any possible conflicts of interest between what is good for the organization and what is good for the sponsor. We will always strive to represent our members and the Recreational Paintball Community in the best possible light and shall exist to enhance the paintball experience.

Articles of Incorporation

Articles of Incorporation of the undersigned, all of whom are citizens of the United States, desiring to form a Non-Profit Corporation under the Non-Profit Law of South Carolina, do hereby certify:

First: The name of the Corporation shall be Paintball Light Infantry International, here in after referred to as PLI or.

Second: The place in this state where the principle office of the corporation is to be located is the city of Hanahan, South Carolina, Berkeley County.

Third: Said corporation is organized exclusively for educational purposes, including, for such purposes, the making of distributions to organizations that qualify under section 501c (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code.

Fourth: The names and addresses of the persons who are the initial trustees of the corporation are as follows:

Fifth: No part of the net earnings of the corporation shall inure to the benefit of, or be distributable to its members, trustees, officers, or other private persons, except that the corporation shall be authorized and empowered to pay reasonable compensation for services rendered and to make distributions in furtherance of the purposes set forth in Article Third hereof. No substantial part of the activities of the corporation shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the corporation shall not participate in, or intervene in (including the publishing or distribution of statements) any political campaign on behalf of or in opposition to any candidate for the public office. Notwithstanding any other provision of these articles, the corporation shall not carry on any other activities not permitted to be carried on (a) by a corporation exempt from federal income tax under section 501c (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code or (b) by a corporation, contributions which are deductible under section 1 70 c (2) of the Internal Revenue Code, or the corresponding section of any future federal tax code.

Sixth: Upon dissolution of the corporation, assets shall be distributed for one or more exempt purposes within the meaning of section 501 c (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code, or shall be distributed to the Federal Government, or to a state or local government for a public purpose. Any such assets not disposed of shall be disposed of by a Court of Competent Jurisdiction of the county in which the principle office of the corporation is then located, exclusively for such purposes or to such organization or organizations, as said court shall determine, which are organized and operated exclusively for such purposes.





































By-Laws of the Paintball Light Infantry
Effective 07/06/2000

Article I. Name
The following by-laws shall govern the operations of this organization, the 1st Paintball Light Infantry also known as the ??? ? PLI?? ?B??ich shall hereinafter be referred to as the ?anization??lt;br>
Article II. Purpose
Section 1. Non-Profit Corporation. The organization is a non-profit corporation, organized and operated for the purposes of educating paintball players and the general public concerning the safe participation in paintball games. This goal shall be accomplished through the organization of player to participate in paintball-related activities, ceremonies, encampments, and events with a common system of tactics, communications, and procedures.

Section 2. Organization. The organization will endeavor to organize small teams into larger organized units to play together in paintball scenario and big games. Member teams will be organized into detachments which will come together to form the organization.

Article III. Membership
Section 1. Volunteer membership. Volunteer membership is defined and limited to the following types:
(1) Full Members. All full members will voluntarily join either individually or as a team. They must be at least 18 years of age. Members will serve as paintball light infantrymen for period of up to a week at a time. They must be physically and mentally fit and are required to conform to the By-Laws, General, and Special orders. Effective full members, as defined in the current General Orders, entitles full participation in all organization sponsored activities. Full members joining as individuals will not be permitted to hold field rank or have a representative on the BCC. Full members who are part of a team are entitled to hold field rank, and be a member of the Brigade Captain?ouncil (if otherwise qualified) and other benefits as outlined in the General Orders. Members of this council are generally supposed to be the Captain of their team, appointment to the BCC does not confer a PLI rank of Captain on the representative. Individual members who join then form a team will have their membership upgraded from Full (individual) to Full (team) Member and will enter the command matrix at the next entry level. The new team does not have to pay the registration fee as the individual member has already paid it.
(2) Student Members. All student members will voluntarily join either individually or as a team. They must be at least 12 years of age but less than 18 and meet the same physical and mental requirements as full members. They may hold field leadership positions, but are restricted from holding office. Individual Student members have the same restrictions as individual Full members. Teams of student members will be allowed to vote in organization business per the General Orders.
(3) Guest Members. All guest members must be approved by organization staff in advance of any event. They must meet the same physical and mental requirements as the full or student members dependant on their age. They may not hold firled leadership positions except by exceptional circumstances, cannot hold elected office, and have no vote in organization business.

Section 2. Application and Acceptance. Application for membership in the organization shall be formally made to the Executive Coordinator by individuals or teams in accordance with the General Orders. Criteria for membership acceptance shall include such items as complete and correct submission of current forms and payment of the application fee.
Section 3. Effectiveness Standards. All full and student members must be Effective as outlined in the General Orders to be accepted into any membership category or to be maintained in their current membership and to serve on the Brigade Captain?ouncil. These standards shall include such things as uniformity, attendance, standards of conduct, safety regulations, and organization tactics and communications.

Article IV. Organizational Leadership
Section 1. The Brigade Captain?ouncil. Each team of at least five members, which officially joins the PLI, shall receive a seat on the Brigade Captain?ouncil. The member may be selected by any method from the team to whom the seat is allocated, but must be classified as ?ective?? the General Orders. These members will represent their teams for PLI meetings and shall exercise their team vote on organization issues. Members of the Brigade council may hold any leadership position at organization events and do not give up any of the rights of membership. Members of the Brigade Captain?ouncil (BCC) must have Internet access in order to fully participate in on-line meetings. Units shall be listed in the BCC based on seniority. The term ?gade Captain?ouncil?? used because generally speaking, the team captain is expected to fulfill this position. It does not confer the rank or title of ?tain??to the member chosen.

Section 2. The Executive Coordinator (EC). The EC will be appointed descendingly based on the BCC seniority list. Terms to run from January 1 to June 30 and from July 1 to December 31. The Executive Coordinator (EC) is responsible for all organization communications and decisions during their term. The EC may appoint staff members from the BCC to assist in organization planning or staff members from his/her organization to assist in PLI matters with majority BCC approval. Event planning is the responsibility of the Event commander and staff. The EC may assist in this planning, but holds the primary responsibility of representing the Brigade. The EC serves as the Chairperson at all Brigade Council meetings and holds no vote and cannot serve as the Event Commander during his term of office. The team from which the EC is appointed must designate another team member to serve as their BCC Representative. This is intended to keep the EC from facing conflict of interest problems when running the organization. In the event an EC cannot fulfill the duties of his/her office, another may be appointed by the team responsible for the EC position to complete the term. In the event that team cannot appoint an effective member to serve or chooses not to appoint a new EC, the next team in seniority will assume the office and will be allowed to serve the remainder of that term and their assigned term.

Section 3. EC Staff. In the event the EC deems it necessary to have help in the clerical, supply management, and monetary duties associated with that position, he/she may appoint a Clerk, a Quartermaster, and a Treasurer to serve at the EC?eisure with duties and responsibilities as assigned by the EC. These positions have no actual authority over any PLI member and exist solely to assist the EC in the day to day running of the organization. Persons holding these positions must be effective members and may come from any team, including the EC?in the PLI. It is only proper to recognize the burden of leadership placed upon the EC and plan for it accordingly. EC Staff members may serve on the BCC as their team representative. Only three staff members may be appointed without prior approval of the BCC.

Section 4. Membership Tiers. Members may old leadership position in the organization based on seniority, proven leadership ability, service to the organization, and thorough knowledge of the procedures and protocols of the PLI. Tier levels may be considered for field leadership positions. Tier levels and requirements will be established by General Order.

Article V. Field/Event Command
Section 1. PLI Event Command. The Event Commander for PLI events shall be determined by rotation of PLI teams with at least five effective members. The initial commanding team will be chosen annually by lottery conducted by the outgoing EC within seven days of July 1. Further commanding teams will be selected by ascending order of BCC seniority. New teams must be in the BCC rotation for a period of one year by June 31 of the year of the lottery to be allowed event command. Event command lotteries will be held every year to determine the first organization to command. All eligible units must command an event before any team is allowed to command a second event. Teams will chose who will serve as Event Commander. The Executive Coordinator is not eligible to command an event during his term. In the event there are more units than events in any one year period, a majority vote of the BCC can extend the lottery for up to twelve months to allow all teams that were in the lottery the chance to command. In the event the lottery is extended, teams that have joined since the lottery will not be added to the event command list until the new lottery is executed. A lottery must be held every two years.

Section 2. Other Events Field Command. Command rank will be limited by that which is appropriate for the number of men fielded and the event attended. If the PLI is to portray a Military Brigade, we will use the appropriate military ranks. If the PLI is falling in under another commander, or at an event where we are to represent a specific entity, we will use whatever ranking structure they designate or is appropriate to the event. If the PLI is to portray a mob, we will be a mob, if we are to be orcs, we will be orcs. The PLI will not force military command structure titles on events where it is not appropriate. We are not locked into any set military rank system. PLI tactics and procedures work equally well no matter the title given to our leaders. This is to help the PLI maintain the proper image in the field, and allow maximum flexibility.

Article VI. Meetings
Section 1. Types of Meetings.
General Meetings. The organization shall conduct an online General meeting open to all members and guests monthly in accordance with the General and Special Orders.
Event Meeting. The organization shall conduct online event meetings that may be monitored by all members. BCC representatives should serve as the individual member?oice in these meeting to facilitate ease of communication.
BCC Meetings. The BCC will conduct monthly online or face to face meetings in accordance with the General and Special orders. These meetings are only open to BCC members or approved effective members. In the event a vote is to be held, BCC members will be given a seven-day advance notice to solicit opinions from their team members concerning the vote issue(s).
Disciplinary Meetings. In the event a disciplinary action is undertaken against a member of the organization, the BCC will hold an online or face to face meeting. The Accused and the Accused?CC representative shall present a defense. The EC shall serve as a neutral and detached judge. The member bringing the charge and their BCC representative shall act as the prosecution. Remaining BCC members shall serve as jury. Witness members may be called. General courtroom demeanor shall be maintained at all times. Charges and decisions shall be drafted in accordance with the General and Special Orders. Disciplinary meeting must take place within 28 days of the initial incident requiring disciplinary action. In the event the accused wishes to plead guilty, he or she may request an EC?ast. In the event this is done, the EC shall sit in judgement and pronounce punishment. In the event a Mast is chosen, there is no appeal.
Special Meetings. Nothing in these By-Laws shall prevent the general membership, BCC, or EC from calling a special meeting. In the event an emergency vote is needed within the seven-day announcement period, a special meeting will be called. All members will be allowed to observe the BCC vote.

Section 2. Quorum Requirements. For all meetings at which a vote is to held, a minimum of the EC and 50% of the BCC must be in attendance to constitute a quorum.

Section 3. Conduct of Meetings.
Governing Rules. Robert?ules of Order as amended by the General Orders should govern conduct of meetings.
Agenda. Agenda format shall be in accordance with the General Orders. Every effort shall be made to keep meetings brief and to the point. At no time shall any meeting last longer than 90 minutes unless extended by the majority of members present. All members having issues to be raised shall submit a synopsis to their BCC representative who shall advise the EC in advance for inclusion as new business on the agenda.

Section 4. Voting
Voting Teams. Each team with five effective members shall be allotted one vote.
Teams with more than five effective members shall be allotted one additional vote for every five effective members over five. (Ex: A team with 17 Effective members has three votes). The right to vote shall be extended to all teams as outlined in these by-laws and General Orders. The EC shall publish a list of voting teams, effective strength of the teams, and number of votes per team with the Brigade Returns.
Proxy. All voting teams, as defined above, have a right to cast their vote(s) and may elect to have another voting BCC representative cast their vote(s) at an meeting in which they are not able to attend. Such proxies shall be in writing and shall indicate whether their proxy may be counted towards quorum requirements, voting on agenda items only and/or voting on all proper matters brought before the BCC. The EC shall make the final determination as to who the voting teams are in accordance with the By-Laws and General Orders.


Article VII. Authority
Section 1. General and Special Orders. The organization shall be governed by the General and Special orders as promulgated.
These General and Special Orders shall be approved or modified as necessary by the EC. A General Order may be canceled by a majority vote of the BCC.
The EC or his designee shall be responsible for periodically publishing a list of Effective General Orders as General Order Number 1 (10-01-1998).
General Orders shall include information that is semi-permanent in nature and concerns all members. These shall include such matters as procedures for running meetings, membership application procedures, safety rules, readiness standards, etc. An effective date shall be included with each General Order number which will read Month, Day, Year. In the event the order is revised, this information will appear as well (Ex. General Order 3 (10-11-1998)[rev 11/99]). Copies of the General Orders shall be maintained by the EC or his designee and copies provided to all member teams.
Special Orders shall be used for specific instructions which are either temporary in nature or concern only select individuals. These shall include such items as: Operational Orders or Instructions for a specific event, special assessments, instructions to specific individuals or BCC members, etc. A specific date and cancellation date (if necessary) shall be included in the special order number (Ex Special Order 15 (10-01-1998) (Expires 10-3-1998)). Copies of Special Orders shall be maintained by the EC or his designee and the addressed individual(s) or organization(s).

Section2. Order of Precedence. In the event of conflicting instructions, the following order of precedence shall be followed:

Section 3. Limits of Authority. At no time shall orders, either written or verbal, violate or appear to violate Federal, State, or Local laws or supersede the health and safety standards of organization members, recruits, other players, or the general public.

Section 4. Compliance. Compliance with these Articles, all General Orders, and applicable Special Orders is required of all members and recruits. Failure to comply may result in termination of participation in an event or other disciplinary action including loss of membership as outlined in the General Orders.
Implied Consent. Although membership in the organization is voluntary, the purpose of forming a paintball mega-team requires that members submit to basic rules, responsibilities, control, and discipline. During events, all members are expected to show the appropriate behavior and portray the role to which they are assigned. If you are an elf, be an elf. If you are a General, be a general. Attendance and participation at an event implies consent to PLI protocols and event rules. Violation of either may result in loss of privileges, and/or dismissal from the event. Serious violations or incidents will result in convening a Disciplinary Court Martial by the BCC as outlined in the By-Laws and General Orders.
Rank Accountability. Acceptance of leadership positions implies responsibility and accountability for the safety and well being of the men under your cognizance and insuring the organization and other players have fun. If a member is willing to carry out your orders, then you must be willing to ensure that his health and well being is secured. Failure to carry out your duties as a leader may result in immediate loss of position, and/or dismissal from the event. Serious violations or incidents may result in convening a Disciplinary Court Martial by the BCC as outlined in the By-Laws and General Orders.

Section 5. Discipline. Disciplined members are an important part of the PLI. There will be three levels of punishment. Verbal reprimands may be given by any BCC representative. Written reprimands may be given by any BCC representative or Team Captain and will be placed in the defendant member or teams PLI file maintained by PLI HQ. The Defendant may elect to place an explanation or denial in their file with the written reprimand. Serious breaches of conduct shall be dealt with by disciplinary hearing as outline in section 5(A) or EC?ast.

Minor infractions by members or member teams may be dealt with by any BCC representative by verbal reprimand. These need not be reported to PLI HQ. More serious infractions such as multiple safety violations, repeated violations of the PLI protocols, or failure to heed two verbal warnings may result in a written reprimand.

Three written reprimands against any one player (or team) in a two year period will result in a Disciplinary Hearing. If a violation of the zero tolerance rules, cheating, breach of conduct, or a gross violation of the PLI Protocols that is serious enough that the BCC Representative believes it warrants immediate removal of a member or member team from an event, or any criminal act occurs, it will be brought to the attention of the PLI Event Commander who will make a final determination on the member or member teams status at that event. The EC should also be notified as soon as possible and an initial report from the Field Commander should be submitted to PLI HQ within seventy-two hours of the conclusion of the event. In the event any member or team is removed from an event or any criminal act occurs, a disciplinary hearing must be held.

When a disciplinary hearing is held the following guidelines will be strictly adhered to:
A. The complainant shall submit a written report detailing the charges against the member to include the time, date, location, specifics of the incident, and witnesses to the incident. A complainant need not be a member of the PLI.
B. The defendant shall be presented a copy of the accusation report and will have not less than seven days and not more than fourteen days to submit a defense report to include the time, date, location, specifics of the incident, and witnesses to testify on the defendant?ehalf. Extensions to this period may only be granted by the EC for exigent circumstances with BCC approval.

The BCC will hold an online or face to face meeting. The complainant, and his BCC representative (if any) shall present their accusations if full detail to include presentation and questioning of any witnesses to the incident. The defendant and his BCC Representative shall present a defense and may present their own witnesses as well as question the witnesses of the complainant. Once each side has rested the complainant or his BCC Representative (if any) shall have not more than five minutes to form a summary argument. The defendant or his BCC Representative shall have not more than five minutes to present a summary argument.

The jury will be made up of the remaining members of the BCC. In the event any member of the BCC is involved in the incident, accused, a witness for the complainant or defense, or has any conflict of interest, the member team shall designate an Acting BCC rep to sit in his stead. The jury shall decide the guilt or innocence and the punishment (if any). A ??te of the BCC members sitting as jurors to convict will result in a guilty verdict.
The EC shall serve as a neutral and detached judge. In the event the accused comes from the team of the EC, an Acting EC will be appointed from the next team in the command rotation. In the event the EC stands accused, the next team in the organizational command rotation shall choose an Acting EC to preside over the case. General courtroom demeanor shall be maintained at all times.

The BCC shall present their findings to the EC. The EC will then announce the verdict and punishment. The disciplinary meeting must take place within 28 days of the initial incident requiring disciplinary action.

In the event the defendant admits his or her actions and wishes to plead guilty to the charges as written, and said charges would not be generally seen as warranting removal from the organization, they may request an EC?ast. In this instance the EC serves as judge and jury and may deliver whatever sentence is appropriate after conducting an investigation. The defendant is entitled to a copy of the relevant documents pertaining to the EC?ecision at their request. There is no appeal to an EC?ast.

Results from disciplinary hearings and EC?asts will be posted on the PLI Forum. The member and complainant?ame will be kept confidential. The PLI will not cover up its mistakes. Publication of these events shall include the complaint, date of the incident, incident number, charges, defendant?lea, findings, sentence, and recommended preventions.

Section 6. Punishment. If found guilty, a member or member team may be disciplined by written censure, suspension from PLI activities for up to one year, or dismissal from the organization. Any organization dismissed from the PLI may not rejoin for a period of five years and loses all rights inherent to membership including the wearing of the PLI patch, flying of the PLI flag, or association with any PLI activities. PLI logo items will be returned to PLI HQ that will remit their purchase price, less the value of any damage to said logo items, back to the former member team. Failure to surrender PLI logo items may result in civil action. The PLI maintains proprietary ownership of ALL PLI logo merchandise issued from the Brigade Stores.

Article VIII. Drug, Alcohol, Code of Conduct Policy
Section 1. Zero Tolerance Policy. The PLI adheres to a strict zero tolerance for the use, intended use, possession, transportation, or distribution of any illegal substances. Violations of this policy will result in immediate removal from the event, immediate (within 24 hours) Disciplinary Hearing, and notification to the appropriate law enforcement agency for conferring of charges.

Section 2. Intoxication by Members. Members of the PLI are strongly encouraged not to drink any alcoholic beverages during organization events, this particularly applies to members serving as officers or non-commissioned officers. No alcoholic beverages will be carried onto the field of play or staging areas of the event. Alcohol should be confined to the PLI permanent camp, parking areas, or designated locations. In the event a member chooses to drink they will not be allowed to drive their vehicle off site or participate in the event until cleared by the event commander. Any member who becomes intoxicated will be subject to immediate removal from the event and Disciplinary hearing. Violations of the law will be reported to appropriate law enforcement agencies.

Section 3. Drinking by Underage Members. PLI members who are under the legal drinking age are not allowed to drink alcohol at organization events. Violation shall result in immediate dismissal from the event, notification to parent or guardian, and Disciplinary hearing and notification to appropriate law enforcement agency for conferring of charges if necessary.

Section 4. Interaction with Other Units and the Code of Conduct. In the event the PLI interacts with any other organization at non-PLI hosted event, members are expected to display appropriate decorum and abide by the PLI policy. Violations of the event rules, or any violation that the member feels constitutes a safety issue, shall be reported immediately to the Event Commander. The event commander shall do all that is necessary to insure the safety of members up to and including withdrawal of the PLI from an event. In the event another non-PLI organization falls in under PLI leadership for an event, the PLI event leader will inform them verbally of the PLI code of conduct. Non-member teams must agree to abide by this code of conduct, or the PLI Event Leader will request they be reassigned. The PLI code of conduct used will be that which currently appears on the PLI web site.

Section 5. Enforcement. All members of the PLI are responsible for enforcing the drug and alcohol policy and code of conduct. Violations should be immediately reported to the EC and Event Commander who will take immediate action on the violation in accordance with the By-Laws and General Orders.

Article IX. Modification of Articles
Section 1. Submission. With the majority (51%) approval of the BCC, these articles may be modified or deleted, and/or new articles added. Proposed amendments may be submitted by any member of the BCC, or individual member through their BCC representative. The proposed modifications shall be submitted to the EC or his designee for publication a minimum of thirty days prior to debate and vote at any subsequent organization meeting.

Section 2. Publication and Effective Date. The EC or his designee shall publish the results of the vote in the Brigade returns after the official voting has been tallied. Amendments shall become effective upon the majority vote.

Section 3. Filing. A numerical listing of all changes shall be filed after Article IX including the actual wording of the article(s) modified, added, or deleted.

Section 4. Substantial Change. In the event of changes which substantially change the character or organizational structure of these Articles, the By-Laws in its entirety shall be redrafted and ratified upon the affirmative vote of 2/3 of the BCC.






















Frequently Asked Questions

This section is designed to answer some of the questions most often asked by teams looking at joining the PLI. This information is in the site, but sometimes difficult to find. After reading this section besure to read the PLI By Laws. These are the governing rules of the organization.

- We are not a milsim team any more than other paintball scenario teams! We are an organization that provides its members the ability to play in an organized fashion with like minded teams using one system of tactics, hand signals, radio codes and frequencies, and basic operating procedures. We do draw on some military principles of teamwork to do this, because they work; but our tactics were specifically designed for paintball!

- We do not use military rank or insignia within the organization. We have a Tier system that uses sleeve slashes to show member longevity, dedication, leadership, specific duties, and awards. Members do not wear military awards or tabs they did not really earn.

- We discourage our members from wearing military camouflage so we are not mistaken for the real military (this is a good rule for the whole sport), but do not yet have a standard required uniform. We also discourage wearing yellow and red jerseys! As a middle solution, we encourage hunter style camouflage like Advantage (c) or Realtree (c).

- Our leadeship in the field is NOT locked into a military system. Our teams use whatever is appropriate to the scenario or assigned by the scenario director. If we are Orcs, we play as orcs. If we are Gangsters, we play as wiseguys. If we are Starship Troopers, we play as a trooper platoon.

- There is no saluting or sirs required, all members and non members are to be treated with respect at ALL TIMES.

- We do hold our players accountable for their actions and have disciplined them when necessary. The PLI maintains prorietary ownership of all PLI patches, flags, and banners sold through the store. Units expelled from the PLI must surrender these items to the store and the organization buys them back to maintain our integrity. Wearing the Splatted One is considered an honor... and may be forfeit for violations of PLI Protocols.

- Our members play scenarios, big games, tournaments, and a plethora of paintball events, and are not limited to scenario and recball style events, but this is where PLI tactics and protocols excel!

- We are not an empire out to take over paintball. Our organization government is totally democratic and all leadership positions rotate every six months. If you join, your team will lead the PLI one day!

- We do not accept direct sponsorships because it would cause a conflict of interest because what is good for the team is not always good for the sponsor (see what has happened to tournament paintball).

- We do have the ability to buy in bulk and pass substantial savings to our members. Our members also receive some discounts from our suppliers on the main page.

- The PLI has been labeled as a milsim organization, but this was not the intent of the organization and was the result of definition differences (scemantics). The PLI wants to unite scenario teams under one flag to play all types of paintball. We were responsible for this labeling initially because we based our organizational structure on Civil War Reenacting too closely, and much of the language we used was very military because of that. We are changing the terminology. You will still find references that you may feel sound too militant on the web site! Don't Panic! It takes a while to edit 150+ web pages and two manuals of 300 and 200 pages each! We will get it all over time. Give us a chance to show our true colors!

- The PLI needs your input! Criticism is fine, constructive criticism is solicited, and a few kind words are fine too! We have consulted with a number of Scenario Game operators to make changes that appeal to them, but if your idea isn't given it will never happen!




















PLI Member Types and Responsibilities

1. Individual members:
a. May join the organization at $5 registration fee which INCLUDES the PLI Patch.
b. May add team members later as they recruit. Each team member must register and pay $5 to join.
c. Do not receive a vote on the BCC until they register at least five members (a "team").
d. May serve as "Acting" Detachment Commanders within their geographic region.
e. "Acting" Status may be upgraded at the EC's discretion once recruiting has begun.
f. To join an existing detachment, contact the detachment commander with your contact information. Then mail or email your membership form and fee to PLI HQ. PLI HQ will notify your Detcom that you have registered.
g. To start a new Detachment, contact PLI HQ, email or mail your registration. Each member should fill out a membership form. Send form and fee to PLI HQ. The Detachment does not officially exist until the registration is recieved.

2. Five Man or Small Teams:
a. May join the organization with all rights and privileges as defined in the by-laws for $5 per player registration fee which includes 5 "splatted one" patches.
b. May add or delete members as necessary, but must maintain at least five members to retain BCC seat and vote.
c. Enter the National Event Command Rotation
d. Team Captain or rep may serve as "Acting" Detachment Commanders within their geographic region.
e. "Acting" status may be upgraded at the EC's discretion once recruiting has begun.

3. Fifteen Man+ Big Teams or established RecBall Teams
a. May join the organization with all rights and privileges as defined in the by -laws for $5 per man.
b. May add or delete members as necessary.
c. Enter the National Event Command Rotation.
d. May be appointed Detachment Commanders based on the EC's discretion.
e. recieve one vote per five members

PLI Organizations:

1. Paintball Light Infantry International (Headquarters)
a. Coordinates the PLI, sponsors PLI International Level Events, Supports National, State and Local events, and serves as an information clearinghouse for all PLI members via the PLI Website.
b. Consists of the Organizational Command: Overall Coordinator, Clerk, Quartermaster, Treasurer and answers directly to the current EC?

2. PLI Divisions
PLI Divisions represent the PLI for a large geographic region. Formation of a new division must be approved by the OC and current serving EC? Currently the PLI has two divisions. The 1st PLI in North America and the 2nd PLI in Europe.
a. Coordinates the PLI division over which it exerts control, supports other PLI Divisions, sponsors National, Regional, State and Local events, and serves as an information clearinghouse for all PLI members.
b. Consists of the Organizational Command: Executive Coordinator, Clerk, Quartermaster, Treasurer and the Battalion Captain's Council.

3. PLI Special Corps
The PLI Special Corps must be authorized through PLI International HQ. They exist not as independent organization, but are inter-organizational groups to which detachments can choose to belong. Detachments may be members of more than one Special Corps. Currently only two Special Corps are authorized, the PLI Armoured Corps and PLI Field Artillery Corps. Requirements for a detachment to join a Special Corps vary by group, but are listed on the Corps website. This PLI Organization is meant to be an enhancement to existing detachments and not a new group.

4. PLI Detachments
a. Coordinates PLI State, Local, and Protocol events within their designated geographic area (usually a state, province, or major metropolitan center). Answers to the PLI Division to which it is assigned as well as its member teams.
b. Member Teams may choose an appropriate Detachment Name and Motto. For Example:
3rd Texas Detachment, "The Wily Cowboys", 1st PLI. This name may be the same as the founding team or different.
c. May design a Detachment Homepage that links to PLI HQ and and individual teams in the detachment. May link to any or all PLI pages and receives the rights to use PLI Logos and resources.
d. May use PLI designs in advertisements/flyers/recruiting/event planning documents.
e. May design a Detachment Flag to be flown alongside the PLI Flag at State and Local PLI Events.
f. May design a Detachment T-Shirt (or several).
g. May Sponsor State, Local, or Protocol PLI Events.
h. Serve as the recruiters for the PLI in their area.
i. Detachments receive no vote or seat on the BCC. Individual teams in the detachment maintain their seat on BCC and vote. Detachments are not intended to be a single large team, but a group of PLI member teams.


5. PLI Member Teams
The backbone of the PLI is the member teams. Small teams may join an existing detachment or form one of their own. Larger member teams may join as a full detachment. The basic difference is one of voting power. Each team of five or more in a detachment may exercise its vote as it sees fit. There is no limit to team or Detachment size, and a Detachment may elect not to receive other teams under its umbrella.

SECTION 4. WAIVER OF LIABILITY
I the undersigned want to join the Paintball Light Infantry (PLI) with the express purpose of participating in paintball games. I understand that I am permitted to use PLI equipment and procedures only under proper execution of this document and that this document is a material part of the consideration and agreement between myself and the PLI, Organization Staff, Event Staff, Event Organizers, Sponsors, and PLI Field and Organizational Leadership (hereinafter referred to all inclusively as Staff and Sponsors). I fully acknowledge the Staff and Sponsors have employed diligent efforts and care in making the events, procedures, safety rules, and procedures as safe as possible, and in formulating, explaining, and enforcing adequate safety regulations. I have read or been read, and have had explained to me, the PLI safety regulations and I fully understand these regulations and agree to abide by them, including the full and complete use of all paintball safety equipment so as not to injure myself or other participants.
I further understand that despite all the foregoing efforts there are never-the-less certain risks inherent in participating in paintball activities, and that among those risks are possible trips, falls, collisions with other people or objects, impact bruises, cuts, scrapes, equipment failure, and contact with animals, insects, or plants that I may have an allergic or adverse reaction to, etc.
I fully understand that playing paintball can be mentally and physically challenging and that the possibility exists of injury to myself and others and confirm that I am fully aware of these risks. I further confirm that I am mentally and physically able to participate in PLI events and that I am in good health and do not suffer from a heart condition or other ailment that could be exacerbated by the exertion involved in PLI Activities. I have included any and all medical problems for PLI review in the Medical Section of this document and understand that should my medical condition change it is my duty to inform the PLI.
I hereby agree that if I or my property are injured or damaged while participating in PLI events I remit, release, and forever discharge, without limitations, The PLI and Staff and Sponsors, etc. Indemnifying them against any and all claims, actions, suits, complaints, procedures, costs, expenses (including attorney?ees and expenses), damages, and liabilities arising out of, connected with, or resulting from my participation in club activities, including, without limitation, those resulting from the manufacture, selection, delivery, maintenance, sale, possession, or operation of paintball equipment, and specifically PLI issued equipment.
I hereby release the PLI, Staff and Sponsors, and event property holders, from any claims and liabilities whatsoever, and I understand that this release shall be binding upon my estate, my heirs, my representatives, and my assigns. I also understand that I am responsible for my own actions and shall assume any and all legal recourse against me for my actions.
I also understand that violation of the PLI Code of Conduct or other protocols of the organization may result in disciplinary action up to and including dismissal from the organization and in the event of such disciplinary action I agree to be bound by the decision of the organization in accordance with the by laws. I have read or been read the By Laws and Protocols of the organization and agree to abide by them for the duration of my membership in the organization. I further agree to return any and all PLI logo items, patches, flags, and banners and any other members?ly items that I have purchased should I be dismissed from the organization understanding that I will be refunded a portion of the purchase price based on each items?ndition, said amount to be decided on by the PLI.
I certify to the PLI that I am at least eighteen years of age, or that if I am under eighteen years of age I have discussed the terms and conditions of this document with my parents or guardians, and that my parents, after carefully reading this document, consent to me signing the same, or my parents have signed it for me, and further, that I have been authorized by my parents to agree to the specific terms and conditions herein.
I have read and fully understand the terms of this agreement. This is fully intended to be a legally binding contract over me for the duration of my membership in the Paintball Light Infantry. If I have any doubts concerning the contents of this document I will consult an attorney before signing it. I state that I am at least eighteen years of age and in good health, and intend to be bound by this agreement. I sign this document freely and of my own will. No force or coercion has caused me to sign this document.

SECTION 5. SELECTION OF CAPTAIN COUNCIL REPRESENTATIVE

In accordance with the By-Laws, each team must designate one member to serve as their representative on the Brigade Captain Council (BCC). This member speaks for the team he/she represents and casts the vote(s) of the team. They serve as the official communication conduit between the PLI HQ and member teams. The PLI does not tell member teams how to select their BCC, but recommends only that a responsible team member who is trusted by the team be selected. The attend online meetings.
